Do you think that Information Systems decisions should be made by IT? Or by the business unit?

Information systems uses raw data of varying quantities to create functional information used in organizational decision making. There are many types of information systems for example Transaction Processing Systems, Management Information System, Decision Support System and Executive Information System. These various Information Systems are used by many different users be it the Upper level management, Mid level management, Supervisors, Staff etcetera. Hence the information system decisions can not be made by just the IT unit or just the business unit, because to create an all encompassing information system, input is required by a myriad of users to ensure a well rounded output, feedback inclusion and consistent improvement of the information system.

In an instance where there is an operational issue to resolve in a unit outside the IT unit and business unit, who takes responsibility for the creation of a solution?. In my first job, I worked in the accounting department and there was always delays gathering and inputting data either because the submissions came in late or the staff is in the field unable to remit by close of work. And there were also record-errors ie from ineligible writing, arithmetical calculations by staff expending et cetera. The IT unit suggested the use of quick books, while the various business unit heads suggested log books plus a change to weekly logging instead of daily and the accounting unit head countered them with the A. cost of training dozens of staff with the added cost of providing data for easy  access and use and B. the log book did not reduce or eradicate the chances of error plus the weekly logging would affect planning/budgeting. After some brain storming among the heads a bespoke software was created to to be logged into by unit supervisors' which reduced training cost, arithmetical errors and expense logging delays drastically. It is worthy to note that "Each decision reached in constructing an information processing system should be based on the costs incurred versus the benefits derived".
